  1. These timelines do not take into account special situations such as compliance extensions.
  2. A new affected source is an affected source that the construction or reconstruction of which is begun after July 11, 2002 [63.4282(e)]

Conduct Initial Compliance Demonstrations

Applies to all compliance options:

  • Compliance coatings option,
  • Emission rate without add-on controls option,
  • Emission rate with add-on controls option,
  • Organic HAP overall control efficiency option, and
  • Oxidizer outlet organic HAP concentration option.

 

June 30, 2006 for the Compliant Material Option [63.4320].  The initial compliance demonstration includes calculations and supporting documentation showing that during the initial compliance period the organic HAP content of each coating and printing material and the mass fraction of organic HAP in each slashing, dyeing and finishing material applied did not exceed the applicable limit in Table 1 and that only thinners and cleaners with no organic HAP were applied to coating and printing web operations.

May 31, 2007 for the Emission Rate without Add-On Controls Option [63.4330].  The initial compliance demonstration includes calculations and supporting documentation showing that during the initial compliance period the organic HAP emission rate for web coating/printing operations and the mass fraction organic HAP for dyeing/finishing operations was less than or equal to the applicable limit in Table 1.

May 31, 2007 for the Emission Rate with Add-On controls Option [63.4340(b)(3)].  The initial compliance demonstration includes results of the performance test or liquid/liquid material balance, if applicable; calculations and supporting documentation showing that during the initial compliance period the organic HAP emission rate was less than or equal to the applicable limit in Table 1; the operating limits established during the performance test and results of the continuous parameter monitoring; and documentation of whether a work practice plan was developed and implemented.

June 30, 2006 for Organic HAP Overall Control Efficiency and Oxidizer Outlet Organic HAP Concentration Options [63.4350(b)(3)].  The initial compliance demonstration includes results of the performance test or liquid/liquid material balance, if applicable; calculations and supporting documentation showing that during the initial compliance period the organic HAP overall control efficiency was greater than or equal to the applicable limit in Table 1 or the oxidizer outlet  organic HAP concentration was no greater than 20 ppmw on a dry basis and the capture system efficiency was 100 percent; the operating limits established during the performance test and results of the continuous parameter monitoring; and documentation of whether a work practice plan was developed and implemented.

Notification of Compliance Status

No later than 30 days following the end of the initial compliance period for Compliant Material, Organic HAP Overall Control Efficiency, and Oxidizer Outlet Organic HAP Concentration Options [63.4310(c)].  The initial compliance period begins on the compliance date and ends on the last day of the first full month after the compliance date [63.4320 and 63.4340(a)(3) and (b)(3)]

No later than 30 days following the end of the initial compliance period for Emission Rate without Add-On Control and Emission Rate with Add-On Control Options [63.4310(c)].  The initial compliance period begins on the compliance date and ends on the last day of the 12th full month after the compliance date [63.4330] or the later of the last day of the 12th full month after the compliance date, the date the performance test is conducted or the date the liquid/liquid material balance is initiated, whichever is later [63.4340(a)(3) and (b)(3)]
