9.  When must affected sources show initial compliance?

Existing affected sources must comply with the rule no later than May 30, 2006. The effective date is May 29, 2003. New or reconstructed affected sources must comply upon start-up or May 29, 2003, whichever is later.

Before the initial compliance demonstration, one compliance option must be decided upon and the facility must state their choice in the initial notification to the Administrator.  Afterwards, the facility must monitor and report compliance results accordingly. If a facility decides to change to another emission limit option, appropriate notification to the Administrator is required.
